Provincial Nominee Programs (PNPs) for Business Immigrants: Process and Requirements
Provincial Nominee Programs (PNPs) are tailored immigration streams offered by Canadian provinces and territories to attract business immigrants capable of contributing to regional economic development.

Applicants must meet specific criteria set by the province, including business experience, education, and financial capacity.

Prospective immigrants submit a detailed business plan that demonstrates the viability and potential economic impact of their proposed business.

Invitation to Apply
Those with sufficiently high scores receive an invitation to formally apply for a provincial nomination.

Application for Nomination
Successful applicants must then apply for and receive a provincial nomination confirming their eligibility and endorsement by the province.

Apply for Permanent Residency
With a provincial nomination, business immigrants can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residency.

Establishment of Business
Upon approval, candidates are expected to establish and actively manage their business within the province, adhering to any conditions outlined in their nomination.
Business Investors Programs For Canadian Provinces
The AAIP has 4 streams for entrepreneurs who plan to live in Alberta and buy or start a business in the province:
- Rural Entrepreneur Stream: The Rural Entrepreneur Stream allows Alberta to nominate qualified and capable entrepreneurs who want to start a new or buy an existing business in a rural Alberta community.
- Net Worth: Minimum net worth of $300,000. All assets must be candidate’s own personal holdings or spouse's or common-law partner’s.
- Business Investment: Minimum investment of $100,000 from candidate’s own (and/or spouse/common-law partner) equity. Higher levels of investment will be awarded more points.
Graduate Entrepreneur Stream
The Graduate Entrepreneur Stream allows Alberta to nominate qualified international graduates from Alberta post-secondary institutions who want to establish or operate a business in Alberta to apply for permanent residence.
The proposed business type must not be on the list of ineligible businesses.
Self-Employed Farmer Stream: Experienced farmers who plan to buy or start a farm in Alberta can apply for nomination.
- Net Worth: Minimum net worth of $500,000, or confirmation of the ability to access a similar amount of funds from other sources.
- Business Investment: Minimum investment of $500,000 of equity in a primary production farming business in Alberta.
Foreign Graduate Entrepreneur Stream: Foreign graduates from outside of Canada can apply for permanent residence.
- Net Worth: Must have a minimum of 34% ownership if the business is located in an urban centre or a minimum of 51% ownership if located in regional area outside Calgary and Edmonton Census Metropolitan Areas.
- Business Investment: Minimum investment of $100,000 of equity (Urban Areas)
Minimum investment of $50,000 of equity (Regional Areas)
Streams for entrepreneurs:
- Base Stream: Intended for experienced entrepreneurs who intend to establish new businesses or take over and grow existing businesses in B.C
- Net Worth: Minimum net worth of $600,000
- Business Investment: Minimum investment of $200,000
- Regional Pilot Stream: Intended for entrepreneurs can open a business in one of B.C.’s smaller communities
- Net Worth: Minimum net worth of $300,000
- Business Investment: Minimum investment of $100,000
- Strategic Projects: Intended for foreign corporations who have identified strategic investment opportunities in B.C. to establish operations that are integral to the growth and expansion of their core business.
- Business Investment: Minimum investment of $500,000
OINP Entrepreneur Stream
- Net Worth:Minimum net worth of $400,000 (Outside of Greater Toronto Area)
Minimum net worth of $800,000 within the Greater Toronto Area (City of Toronto and Durham, Halton, York and Peel regions) - Business Investment: Minimum investment of $200,000 (Outside of Greater Toronto Area)
Minimum investment of $600,000 within the Greater Toronto Area (City of Toronto and Durham, Halton, York and Peel regions)
New Brunswick Business Immigration Stream
- Net Worth: Minimum net worth of $600,000 of which $300,000 must be unaffected by debts or other obligations
- Business Investment: Minimum investment of $150,000
International Entrepreneur category:
- Net Worth: Minimum net worth of $600,000 unaffected by debts or other obligations
- Business Investment: Minimum investment of $200,000
International Graduate Entrepreneur category:
Intended for graduates of Memorial University or College of the North Atlantic who have already started or bought a local business and maintained day-to-day operations.
There are two streams within The International Graduate Category : Starting a New Business and Purchasing an Existing Business. Each stream has unique criteria in addition to the criteria noted above.
Work Permit Stream
- Net Worth: Minimum net worth of $600,000 which has been accumulated through legal and legitimate sources in your own right
The Entrepreneur Stream: Intended for experienced business owners or senior business managers who wants to start a business in Nova Scotia
- Net Worth: Minimum net worth of $600,000 ($400,000 if your business is outside Halifax Regional Municipality (HRM)
- Business Investment: Minimum investment of $150,000 of your own money to establish a business in Nova Scotia ($100,000 if your business is outside HRM)
International Graduate Entrepreneur Stream: Intended for recent graduates of a Nova Scotia university or the Nova Scotia Community College who wants to start a business in Nova Scotia
Have at least one year’s continuous experience actively managing and owning your current Nova Scotia business (33.33% ownership minimum)
Business Investor Stream (BIS) has two pathway:
Entrepreneur Pathway (EP) for applicants seeking to open a business in Manitoba; and
- Net Worth: Minimum net worth of $500,000
- Business Investment: Minimum investment of $150,000 (Outside of Manitoba Capital Region) and $250,000 (Manitoba Capital Region)
Farm Investor Pathway (FIP) for those intending to establish and operate a farm operation in rural Manitoba.
- Net Worth: Minimum net worth of $500,000
- Business Investment: Minimum investment of $300,000 (Rural Manitoba)
Saskatchewan has three category
Entrepreneur Sub-Category is for foreign nationals who wish to obtain or partner in a business in Saskatchewan and be actively involved in managing it, while residing in Saskatchewan.
- Net Worth: Minimum net worth of $500,000
- Business Investment: Minimum investment of $300,000 (Regina & Saskatoon) and $200,000 (all other Saskatchewan communities)
International Graduate Entrepreneur Category is for international students graduating from a Saskatchewan institution who want to become an entrepreneur.
Have at least one year’s continuous experience actively managing and owning your current Saskatchewan business (33% ownership minimum)
Farm Owner and Operator Category is for foreign nationals who'd like to move to Saskatchewan.
- Net Worth: Minimum net worth of $500,000
- Business Investment: Minimum investment of $150,000
Farm Owner and Operator Category - Young Farmer Stream (Under the age of 40)
Net Worth: Minimum net worth of $300,000
